The Malta Permanent Residence Programme (MPRP)

Overview

The Government of Malta introduced the Malta Permanent Residence Programme (MPRP) on the 26 th of March 2021, replacing the highly successful Malta Visa and Residency Programme (MRVP).

The new MPRP is a straightforward permanent residency programme, offering non- EU, EEA or Swiss nationals the peace of mind of residing permanently in Malta and travel visa free in all Schengen Countries.

The MPRP is regulated by a robust legal framework, and it allows the main applicant the right to include in the application his spouse or partner, children, parents (including parents in law), as well as grandparents as his dependents. The MPRP is administered by a government agency called ‘Residency Malta Agency’ (the Agency) which is tasked with the administration of these regulations and the stringent four-tier due diligence process of all the applications.

Applicants cannot apply directly but must appoint a Licensed Agent. MCAS Ltd is a licensed agent of CMA (License: AKM-MCAS) and is authorized to assist its clients with their application for Maltese residency under the MPRP regulations

Eligibility requirements

Eligibility Criteria

To qualify, the applicant must:

  • Be a third-country national (non-Maltese, non-EEA, non-Swiss).
  • Not benefit from any other Maltese government residence or citizenship programme.
  • Have stable financial resources to support themselves and their dependants without relying on Maltese social assistance.
  • Hold a valid travel document.
  • Successfully pass the Agency's strict four-tier due diligence process.

Possess assets of:

  • At least €500,000, of which €150,000 must be in financial assets; or  
  • At least €650,000, of which €75,000 must be in financial assets.

Eligible Family Members

The following dependants may be included in the application:

  • Spouse or partner.
  • Minor children of the main applicant and/or spouse.
  • Adult children (unmarried, aged 18–28) who are principally dependent on the main applicant.
  • Economically dependent parents and grandparents of the main applicant and/or spouse.

Financial and Administrative Requirements

Applicant must:

  • Apply through a Licensed Agent.
  • Make a €37,000 contribution to the Agency (whether choosing the rent or purchase option).
  • Donate at least €2,000 to a registered Maltese NGO (philanthropic, cultural, sport, scientific, animal welfare, or artistic).
  • Pay an additional €7,500 per dependant (excluding spouse).
  • Purchase health insurance covering all applicants’ medical expenses in Malta.

Pay an administrative fee of €60,000 to Residency Malta Agency:

  • €15,000 within one month of application submission.
  • €45,000 within two months of receiving the Letter of Approval in Principle.

Property Requirements

Purchase Option

  • Buy a property in Malta valued at €375,000 or more.
  • Property may be rented to third parties when the applicant is not in Malta.

Rental Option

  • Rent a property for not less than Euro 14,000.
  • Sublease the property after the lapse of the first 5 years of residency

Benefits of the MPRP

  • Permanent residency in Malta, valid for life.
  • The right to live in Malta indefinitely.
  • Visa-free travel across the Schengen zone.
  • Property requirement applies only for the first five years (though a valid address in Malta must always be maintained).
  • Inclusion of qualifying family members in a single application.
  • No minimum physical stay requirement in Malta.
  • Adult dependants may include their spouse and children.

Application Process

Applications are submitted via Power of Attorney, authorising MCAS Ltd to handle the process. Residency Malta Agency conducts a detailed four-tier due diligence process, typically completed within 4 to 6 months. Upon approval, the final contribution is paid, and all criteria must be met.

Once completed, the applicant and dependants will be invited to provide biometric data and will be issued their Malta Permanent Residence Cards.
