Maltese Citizenship by naturalization for exceptional services by direct investment.
Through Legal notice 437 of 2020, which came into force on the 20 th of November 2020, the Maltese Government introduced the Granting of Citizenship for exceptional services by Direct Investment which allows foreign individuals and their families who contribute to Malta’s economic development and who satisfy the requirements and eligibility criteria to receive Maltese citizenship by way of a certificate of naturalization.
Citizenship may only be applied for after fulfilling 36 months (or, exceptionally, after 12 months) of residency, and satisfy the personal, commercial, or financial ties as required by the regulations. Each application goes through a rigorous due diligence procedure, which includes in-depth background checks.
Applicants cannot apply directly but must appoint an Approved Agent. MCAS Ltd is a licensed agent of Community Malta Agency (CMA), the Government of Malta agency entrusted with the running of this process, (License: AKM-MCAS) and is authorized to assist its clients with their application for Maltese residency and citizenship.

Main Features and Requirements
Following a first-tier due diligence checks, the main applicant and each of his adult dependents (including spouse or partner) must apply for Maltese residency cards.
During this residency period, the applicant must submit to the CMA, the Eligibility assessment application forms and extensive supporting documentation. During this phase, the CMA will perform thorough and rigorous due diligence and background checks on the main applicant, his dependents, as well as all known close or business associates. This will extend to, and require, full disclosure of assets, source of wealth and source of funds, money laundering and terrorist financing checks, together with assessment of reputational and other risks associated with the applicants and/or associates. Once cleared, and once the 36 month (or exceptionally 12 month) legal residency period has been satisfied, the main applicant is allowed to formally submit a citizenship application. Following the submission of the formal citizenship application, the main applicant would also need to fulfill the following requirement after receiving the CMA’s letter of Approval in principle:
Requirements
- Purchase an immovable residential property having a minimum value of Euro 700,000 and retained for a minimum period of 5 years from the date of the Certificate of Naturalization.
- OR, in lieu of a purchase, rent an immovable residential property for a rental value for at least Euro 16,000 per annum, which lease must be retained for a minimum period of 5 years from the date of the Certificate of Naturalization.
- Pay a mandatory contribution of at least Euro 10,000 to a Maltese registered and regulated philanthropic, cultural, sport, scientific, animal welfare or artistic NGO enrolled with the Commissioner for Voluntary Organizations in Malta.
- Make an exceptional direct investment of Euro 600,000 in the case of the main applicant (and Euro 50,000 in respect of each dependent) when the application for citizenship is made after 36 months of residency, OR an exceptional direct investment of Euro 750,000 in the case of the main applicant (and Euro 50,000 in respect of each dependent) when the application for citizenship is submitted after 12 months of residency.
- Pay an administrative fee of Euro 5000 for the main applicant and Euro 1000 per dependent at citizenship application stage.

The main applicant may include the following dependents in his application
- Spouse of long-term partner.
- Minor child of main applicant of minor child of spouse or partner.
- A child of the main applicant and/or partner who is over 18 years of age but has not yet attained the age of 29, who is not married and who is wholly maintained or largely supported by the main applicant, spouse of partner.
- A parent or grandparent of the main applicant and/or of the partner who is 55 years of age or over and who is wholly maintained or largely supported by the main applicant.
